Purl stitch in row below creates a fuller looking stitch and is often used in fisherman rib. This creates a puffy stitch.

To make this stitch insert right hand needle into a stitch below the working stitch purlwise, wrap the yarn around the right hand needle and pull through the stitch sliding the worked stitch off the left hand needle leaving the new stitch on the right hand needle.
